Cost EFFECTIVE Solution to Drug Problem in Winchester, VA

Question number 3:
Describe the volume of arrests and crime patterns for offenders in the community and how this relates to the number and kind of referrals that the drug court expects.

There are three different drug court models in Virginia (Adult, DUI, Juvenile)

An adult drug court would address the heroin problem in Winchester.

A DUI court would address the number of DUIs. Currently, Winchester is making about 227 DUI arrests per year. This number has increased since the Detox closed in 2009.

Improper Police Procedure

contacted the Frederick County Sheriff because Lana Burns of the Echo Village Budget Motel had harassed me over a period of four months. I was instructed by my attorney, Renee Patrick, to contact the Frederick County Sheriff if Ms. Burns or her employees harassed me further. Ms. Burns charged me a $30 pet deposit for my service animal and discriminated against me because I have a disability. Ms. Burns wrote me a letter that I must leave the motel; although I had already paid. Ms. Burns wanted to raise the rent. Ms. Burns and her staff began harassing me by opening my door and entering my room without my permission at 10:30 a.m. although I had paid for the room and had paid a security deposit and pet deposit. Ms. Burns refused to return my $60 deposit. Ms. Burns falsely accused me of defrauding a landlord. Ms. Burns stole $50 that was in my purse in my motel room. Ms. Burns stole my rent receipts that were in my motel room. Ms. Burns and her staff routinely would take possession of belongings in people's motel rooms although those people had paid for the room and left a deposit. Phil, the maintenance man, was employed in removing people's belongings from their room. Phil destroyed several hundred dollars of food that I had purchased with food stamps. Phil emptied my refrigerator and freezer in room 117, although I had stayed there for four months; and had paid for the room.

After hearing Ms. Burns false accusations against me, Deputy White of the Frederick County Sheriff's Department refused to listen to me. Deputy White falsely accused me of "defrauding a landlord" with no documentation. Deputy White then viciously assaulted me.

I called 911 to report that Deputy White had assaulted me - tearing my sweater off of me; and leaving a bruise from my armpit to my elbow. 

At the jail, Deputy White committed perjury stating that I had smashed his fingers in the door jamb four times - although there had been no evidence on the door - no skin or blood. There was no evidence I had smashed his fingers in the door - Deputy White's fingers did not have any bruises or breaks or blood - although he falsely stated that I had put my whole body into closing the door on his fingers. 

Corporal Holliday of the Frederick County Sheriff's Department interrogated me about Deputy White's assault of me; but then refused press any charges against Deputy White even though I had bruises on my left arm from my armpit down to my elbow. I showed Corporal Holliday the sweater with the ripped fabric from where Deputy White actually tore my sweater off of me. Corporal Holliday refused to take my sweater into evidence. Corporal Holliday stated they were "old bruises." Corporal Holliday did not take any of my statements as true; and would not receive a complaint against Deputy White. Corporal Holliday went away to talk with Deputy White; and only when he returned after consulting with Deputy White and the Commonwealth's Attorney did they indicate that I was under the suspicion of committing an assault against a law enforcement officer. Instead of protecting me from Deputy White, Corporal Holliday allowed Deputy White to further physically abuse me by arresting me for allegedly assaulting him. Deputy White put the handcuffs on too tight and left on bruise on my right wrist. This arrest was done only after Corporal Holliday had arrived; and about a half hour after Deputy White assaulted me.

Deputy White, Corporal Holliday and the Commonwealth's attorney conspired to deny me of my Constitutional rights. Deputy White contacted the Commonwealth's Attorney after Deputy White had assaulted me. Deputy White stated to Corporal Holliday that the Commonwealth's Attorney had stated to Deputy White to arrest me for assaulting a law enforcement officer.
There were eight eyewitnesses to Deputy White's assault of me. I have provided a list of these eyewitnesses to my attorney, Mark Vann.

The magistrate at the NRADC refused to accept a criminal complaint against Deputy White.

Sheriff Williamson refuses to speak with me. Sheriff Williamson refuses to investigate Deputy White's assault of me.

In 2001, the combined forces of Fauquier County Dept. of Social Services,  the Fauquier County Sheriff, and Judge Jeffrey Parker severed my relationship with my 7-year-old daughter although there was not even a founded case of child abuse against me. They gave full physical and legal custody of SaraFaye to my former husband, although my psychologist suspected incest. I had found my husband with Sara in my daughter's single bed one morning.
I had repeatedly called the Sheriff from March 2000 through July 2000. I showed my bruises to the Fauquier County Sheriff and the Fauquier County Domestic Relations Court. The Domestic Relations Court would not give me a Protective Order and stated that I had placed the bruises there myself to get a leg up on my divorce. The DSS (Mimi DiNicolas) refused to investigate my allegations of incest, abuse and neglect because "I was in divorce proceedings."
My entire life was destroyed. My former husband did not allow me ANY visitation - no phone calls, letters - nothing. Although Robert Stribling, Jr. violated the visitation order, Judge Jeffrey Parker refused to place my husband in jail. Instead, when I appeared for court-ordered visitation, my husband had me arrested for "trespassing."
The story is longer and more gruesome. I have not had contact with my only daughter in twelve years.
Recently, I returned to Fauquier County to assist an elderly friend, Bill Cushman, who had a stroke. I was cohabiting with Daniel Cushman in Bill Cushman's home. Daniel Cushman has PTSD. Dan Cushman threatened me with a loaded handgun.

Fauquier County, Virginia has a horrendous history of NOT prosecuting the offenders. Twelve years ago, Fauquier County was the site of three homicides - ALL WOMEN. One of the women was pregnant. She was slaughtered like a hog in front of her four children. The Fauquier County deputies did not arrive until an hour after her last phone call. They had been called to that house repeatedly. The husband was only given ten years by Judge Jeffrey Parker.

Daniel Cushman threw me to the ground, pushed me through a screen door, tackled me and ripped a phone out of my hands. I spoke to three Fauquier County deputies on June 17, 2013. The deputies refused to charge Daniel Cushman. I asked to speak with the magistrate, and the Deputies told me they had already spoken with the magistrate. The deputies did not assist me in finding shelter, but dumped me at the side of the road at midnight during a thunderstorm in Marshall. There are no motels or taxis in Marshall. The deputies would not permit me to collect my belongings at 9449 Elihu Hill Rd. The deputies would not permit me to call a taxi from 9449 Elihu Hill Rd.
I am still homeless since this incident. I am staying in a motel in Winchester, VA.

I would like to file a 1983 lawsuit in the U.S. District Court in Alexandria, VA. I need an attorney to assist me.

How They Brought Back the Tobacco: A Traditional Cherokee Story

In the beginning of the world, when people and animals were all the same, there was only one tobacco plant, to which they all came for their tobacco, until the Dagulku geese stole it and carried it far away to the south. The people were suffering without the plant, and there was an old woman who grew so thin and weak that everybody said she would soon die unless she could get tobacco to keep her alive.
Different animals offered to go for the tobacco, one after another, the larger ones first and  then the smaller ones, but the Dagulku saw and killed each one before he could get to the plant. After the others, the little Mole tried to reach it by going under the ground, but the Dagulku saw his track and killed him as he came out.
At last the Hummingbird offered, but the others said he was entirely too small and might as well stay home. He begged them to let him try, so they showed him a plant in a field and told him to let them see how he would go about it. The next moment he was gone and they saw him sitting on the plant, and then in a moment he was back again, but no one had seen him going or coming, because he was so swift. “This is the way I’ll do it,” said the Hummingbird, so they let him try.

He flew off to the east, and when he came in sight of the tobacco, the Dagulku were watching all about it, but they could not see him because he was so small and flew so swiftly. He darted down on the plant—tsa!—and snatched off the top with the leaves and seeds, and was off again before the Dagulku knew what had happened. Before he got home with the tobacco, the old woman fainted and they thought she was dead, but he blew the smoke into her nostrils, and with a cry of “Tsalu! [Tobacco]!” she opened her eyes and was alive again.
It is not surprising then that very early documentation revealed the importance of tobacco as a main staple used by many tribes, described by Christopher Columbus in 1492 as a sacred plant to the Indians with a “life affirming, positive spiritual role, a food of the spirits.” Even in a more contemporary Cherokee account, tobacco was noted to carry the smoke’s message to the spirits in the sky as a means to provide protection, to bring luck or to keep things calm, or, in a more sinister approach, to conjure another person. Tobacco was truly seen by the Cherokee as a powerful medicine of many virtues and held at its center the very essence of being Cherokee.

Charitable Institutions

Today, Holy Cross Abbey called Clarke County Sheriff Roper. Although the monks have 1200 acres, $250,000 income, buildings worth $10M there is no room for one homeless woman. The Sheriff took me outside of Clarke County and dumped me and my stuff by the dumpster. The monks at the abbey did NOT provide me with any financial assistance, shelter, or food. One of the people coming by told me there were several people staying in tents in the woods.

I am not a canon lawyer, and I am not familiar with canon law. Last night I was speaking with one of the employees at the Holy Cross Abbey, Berryville, Virginia. The employee stated that the monks lived in luxury. The monks have 1200 acres of prime farmland in Clarke County, Virginia situated on the Shenandoah River. The monks drive to Winchester on a daily basis to acquire flowers for landscaping (not for the chapel), bottled water (when the monastery has wells, springs, and rivers), and coffee for the monks. The monks purchase their food from Food Lion in Berryville instead of producing it themselves. 

Why should anyone care what the monks do with the farmland and buildings? In addition to violating their vow of poverty, the buildings alone are valued at $9M. The monks have completely lost touch with the poor. The monks pollute the Shenandoah by raising beef cattle. The monks do not even eat beef themselves. When 1.2 Billion people are living on less than $1/day and can not afford to buy beef, this is an affront to the poor. The poor that live downstream of the monastery can not eat the fish or drink the water because of the pollution. The monks themselves will not eat the fish from the River because of the pollution. Instead of cleaning up the river, the monks are only making it worse. The banks of the river have been destroyed by the cattle.

The Abbot, Robert Barnes, has so lost touch with the poor, that he is completely unaware of the homeless families and children in Northern Virginia. 6% of the residents of Winchester live at 50% below the poverty line. When I suddenly found myself homeless in Berryville, I went to the Abbey seeking assistance. I had previously been there on retreat; and have purchased many items in their gift shop. The Abbot refused to give me water, food, transportation, shelter or work; all of which the Abbey has in abundance. The Abbot did not provide me with any assistance. Abbot Barnes responded to my plea for help with threatening to call the Sheriff if I appeared at Mass, to arrest me for trespassing. Abbot Barnes accused me of lying about homeless families living under bridges in Prince William County Virginia. I told the Abbot that all the shelters, including domestic violence shelters, are full. With full knowledge that I had nowhere to go, the Abbot's prime concern was that I leave the property immediately, so that he can leave for his three-month paid vacation over the summer.

The Abbot is only accountable to God it seems. I contacted the Superior of the Cistercians in the U.S. and he said it was up to the Abbot of Holy Cross Abbey. That is certainly convenient. Thirty of the Cistercians in Jerusalem have been sent packing because of wild dance parties that happened at their monastery.

I am unsure what Abbot Barnes is hiding, but something really smells fishy with his attitude towards one homeless woman.
